The California Court of Appeal in Los Angeles recently issued an opinion in Pico Neighborhood Association vs. City of Santa Monica, ruling that the City’s at-large method of election does not violate the California Voting Rights Act (CVRA). It is unclear at this time what impact this decision may have on the CVRA process recently commenced by South Coast Water District.
The District Board of Directors held an initial public hearing in accordance with the CVRA on June 11, 2020, and is not scheduled to conduct its next public hearing until after the United States Census Bureau releases Census data in mid-2021. The Census Bureau has recently announced that the release of Census data is likely to be delayed due to the impact of the Covid-19 pandemic.
District counsel will continue to monitor the Santa Monica case and other legal developments and advise the District accordingly.
